open a 700x700 white canvas we can crop and resize later

paste the bg as a new layer resize to your liking and place

in the middle of the canvas paste a paper of choice over the

bg resize so its the same size as the bg select all float-defloat

modify-contract by 20-30 and hi delete select none and you

now have a frame add a drop shadow of choice to it

paste the one of fences from the resize and place behind the

frame but above the bg add a drop shadow of choice to it

paste your tube of choice as a new layer and place to your

liking adding a drop shadow of choice to it paste the lamp post

as a new layer resize add a drop shadow of choice to it and place

where you like paste the bat one of the pumpkins ghosts as new

layers resize to your liking and arrange to your liking

paste one of the buttons as a new layer resize add a drop shadow of

choice to it duplicate and place these on the top corners of the frame

add a ribbon from the kit resize add a drop shadow of choice duplicate

and place under the buttons paste other elements from the kit if you like

crop and resize the tag add your name copyright info your credit if happy

save as png .
