open a new canvas 700x700 white we can crop and resize later

paste a tube of choice as a new layer place in the middle of the

canvas paste one of the filmstrips as a new layers resize to your

liking and place behind the tube take the selection tool and make

a selection on the filmstrip paste a paper of choice over the selected

area invert and hit delete select none and move below all layers

paste the city scene as a new layer resize to you liking and place

below all layers paste the ray of light as a new layer resize duplicate

and place these on top of the city scene to your liking paste a bow

of choice resize duplicate and place on the ends of the filmstrip

paste one of the number plates, case and one of the scrunched ribbons

as new layers resize and arrange to your liking paste one of the feathers

as a new layer resize duplicate as many as you like and place below the

filmstrip

paste the money bag and stars as new layers resize to your liking duplicate

and place to your liking paste one of the hats as a new layer resize and place

where you like paste one of the silhouettes as a new layer resize duplicate and

place below all layers to your liking paste the diamonds as a new layer resize

duplicate and place to your liking paste a paper of choice as a new layer

place below all layers and add a mask of choice to it merge group the mask

layer add any other elements if you like crop and resize the tag add your name

copyright info your credit if happy save as png
