open a new canvas 700x700 white we can crop and resize later

paste a frame of choice from the kit paste as a new layer resize

if you like place in the middle of the canvas take the selection tool

and make a selection on the frame paste a paper of choice over the

selected area invert hit delete select none

move below the frame and colorize to match the tag if you like click back

on the frame layer and take the magic wand and click inside the frame modify

expand by 5 and paste a tube of choice over the selected area invert and hit

delete select none do the same for the rest of the frame add a filter of choice

to the tubes and a drop shadow of choice

add a drop shadow of choice to the frame paste a paper of choice as a new layer

place below all layers and add a mask of choice to it merge group the mask layer

paste rose 2 as a new layer resize and colorize to your liking add a drop shadow

of choice duplicate as many as you like and arrange on the tag to your liking

paste one of the word arts as a new layer resize and colorize to your liking add

a drop shadow of choice and place where you like paste the ivy as a new layer resize

colorize to your liking duplicate as many as you like and place these where you like

paste the splatter as a new layer resize if you like duplicate and place below the all

layers but above the mask layer and arrange to your liking paste the chain and one of the

hearts as new layers resize to your liking add a drop shadow of choice duplicate and

place to your liking paste another tube of choice as a new layer and place where

you like add a drop shadow and a filter of your choice to it crop and resize the tag

add your name copyright info your credit if happy save as png
