open a new canvas 700x700 white we can crop and resize later

paste a tube of choice as a new layer place in the middle of the

canvas paste one of the word arts as a new layer resize to your

liking and place in front of the tube paste a paper of choice an d

place behind all layers and add a mask of choice to it merge group

the mask layer

paste the city scene as a new layer resize to your liking and place behind

all layers but above the mask layer paste the box as a new layer resize to

your liking and place where you like paste the light as a new layer resize

duplicate and place these to your liking paste the light ray as a new layer

resize duplicate and place these on the lights

paste the diamonds as new layers resize duplicate and place these where

you like paste any other elements of choice if you like add a drop shadow

of choice to all layers crop and resize the tag add your name copyright info

your credit if happy save as png
